On the May 31st, 1997 a new "FOB Dunkirk has been adopted by a resolution passed at the Dunkirk Chamber of Commerce and Industry, and which was taken after consulting the many professionals concerned, including the major export shippers.
For the Dunkirk operators it is a matter of harmonising the principles of cost allocation between ship and cargo, where there are distortions and which have and adverse effect on the Port's attractiveness.
Henceforth and generally (for normal goods), under the FOB Dunkirk agreement, "the seller will have fulfilled his obligations when the goods have been deposited at the place designated by the maritime carrier or whitin the ship's perimeter". This perimeter extends up to 120 m from the quay's edge.
Thus deposited, goods intended for export will benefit from a 15-days exemption of storage dues pending loading.
Indeed, it is in this optic that the International Chamber of Commerce would like to see the universal application of the Incoterm FCA (Free Carrier) under which the seller has fulfilled his obligations when he has delivered the Customs-cleared goods to the transporter nominated by the buyer.
